Why are my car insurance quotes so stupidly high

So I (21M) have just graduated uni, and have held an EU driving license for 4 years. On my parents car (also in the EU) I've never had an accident, never got a fine, nothing. However now that I'm looking to buy myself a car, any quote I get (for a car worth under £1200) is at the very least around £2500/year, or up to £3500 on some other cars, also worth under £1200.

Am I missing something obvious here? Or is car insurance in the UK for non-British/under 25 drivers always this expensive? It just seems ridiculously high, and if there's no way of getting the cost down then I won't be able to buy a car at all (and will miss out on professional opportunities etc.. etc..).
