Anderton Park Primary School is having to close early because of the protests against LGBT equality messages. Why haven't these parents been dispersed yet by the local authorities?

I just want to hear your views as to why the local authorities haven't dispersed these parents yet and banned them from protesting at the school given that it is directly disrupting the students education?
To me it seems like the most justified and appropriate action to take, what am I missing here?
